It seems clear to me that it's both and the cruelty is the point. Remember this lady?

There's days to alleviate the pressures that are pushing these people North. Like but funding right wing death squads or not putting sanctions on countries that elect the 'wrong leader'.

High recent immigrant populations essentially select for people willing to put in the extra effort to migrate, which is a close proxy for to things like "entrepeneurship" and "seeking out better education/opportunities for their children."
Cruelty IS THE POINT. if a solution does not contain some suffering for someone... Then it's not a good solution for a republican. For them no good can come WITHOUT SUFFERING.
Strong incentive to leave the country for recent immigrants, and if they stay and eventually legalize their status, they will be uneducated. So it's a win win for conservatives.
There's a little bit of history though: the backlash to a similar measure in California resulted in the Republican party becoming a permanent minority in the state legislature.
Sometimes I look at the US and think how crazy conservative some of this stuff is. But then, this is just Swedish reality these days.

The current Swedish government, consisting of liberals, conservatives, and the far right, want this to be reality. Well, even worse stuff really. They want it to be illegal for an employee in schools, libraries, and hospitals not to report a child and their family if they suspect they may have some problem with immigration. It is so disgusting.
I'm not too surprised by this; the politics of immigration are different in the US, where almost the entire population is immigrants and the descendants of immigrants, and Europe, which didn't have any real history of immigration until quite recently.
You know what? The republicans are right; immigrants should leave. How about we start with white republican immigrants (or descendants thereof) of European ancestry, then we'll reevaluate.
