IIRC putting pseudoephedrine behind the counter wasn’t FDA but states’ attorneys general, and there were some variations from state to state. Oregon actually required a prescription, at least 8 or 9 years ago when I got sick while visiting family.
I wonder if the FDA will even have the power to do this in the very near future.
