Fabs are needed in the US for national security. It's not economically feasible to build them in the US without subsidies so the US government is paying up to get them built ASAP. It's really not that much money in the grand scheme of things, and the potential consequences of not doing it are severe. Yes, it's gross and it's stupid that this is how the world works, but this is how the world works.
Late stage capitalism. The only way to incentivize real production value in the US is to take from the taxpayers and give it to the corporations. There is no more real competition in America, it's all been outsourced or bought by the government.
