I'm looking more for pre-made RPGs rather than frameworks, but tell me more. What did that mean to you? No players could cast magic, or there was a risk to it?
I like to run a sandbox campaign, also known as a point crawl, where there's a general goal and factions but players can interact and manipulate stuff to solve the goal in their own way.
What's your favorite low-magic RPG? I've really enjoyed cepheus deluxe/sword of cepheus, world of dungeons and dungeon world, and whitehack isn't bad either with spells costing HP.
What's your favorite RPG where casting magic is risky or costly to the character?
