What's your favorite low-magic RPG? I've really enjoyed cepheus deluxe/sword of cepheus, world of dungeons and dungeon world, and whitehack isn't bad either with spells costing HP.
What's your favorite RPG where casting magic is risky or costly to the character?
Big Eyes Small Mouth is kind of just a framework and you could make it any kind of setting you want. We did a low magic space campaign as well as a "weird west" style campaign, though that had stuff we would call magic like
I'm looking more for pre-made RPGs rather than frameworks, but tell me more. What did that mean to you? No players could cast magic, or there was a risk to it?
Eh I think in hindsight it wasn't what you are looking for. The space campaign had technology which is basically space magic. The weird west one just had penaltys to magic, I forget what though, which basically just pushed us to find alternative solutions to things.
Knave is my favourite. In order to cast a spell, a character has to read from a spell book that takes up one of their inventory slots. Each book can only be read once per day. You can be a pure spellcaster if you want to, but if you go that route you're probably not equipped for any other activity.
