History is political. Current grant funding by the feds tilts the scales on cities - why pay 100% of the price of a light rail system when the feds will pay 75-100% of a new road.
To elected officials it looks great - pretend you're doing something and not pay for it. Avg tax payers don't understand that more roads (and esp parking lots) actually make it so more places are only accessible by roads so it raises congestion and commutes and commute times. But hey you built a road and now you're campaigning for state office what do you care?
