I'm sure it is. Only going to point out that he "plays" it about as much as Bowie "juggled" those crystals.
How would they get another guy's lips to play it while picard is in frame? I mean sure, he probably doesn't actually make music with it, but there's no reason he wouldn't have put it to his actual lips.
