In my religion (work in progress, soon to be revealed to humankind, these things take time, stone tablets are back-ordered), one of the commandments is "don't be a rube." Another is "don't be a soft target." Clearly, exceptions apply for mental defectives and those who are unable to learn to defend themselves. But most people can and should take steps. These commandments are based on the historical observation that societies with high barriers to exploitation are more just.
Instead of viewing it as victim-blaming, consider it a useful form of self-help. And, like vaccination, the wider the adoption, the greater the "herd immunity" against lying fascists.
