Pacquiao was terrible at his job anyway. He gave housing to his constituents, but never did anything that helped the poor in general. Tulfo, through his program, at least functioned like a small claims/petty court. He also files bills that are actually helpful to the poor like this, this, and especially this.
If my other choice is Fiona and another M. I would probably choose this guy to be fair.
