why would this be a thing?
Those are compression socks. They are measured by how much the attendant/nurse sweat while putting it on (/s). Imagine putting on your skinniest pants on without moving your legs while on oven mitts.
Generally on an old person, a very large person or a diabetic.
Like putting a balloon on a gogurt.
