'Liklihood' is based on information at the time of last review, and brief reasoning is given for each rumour. But ultimately it's purely subjective.
Possibly out-bound players are limited to those who have seen some first team minutes. The line for exclusion for the list is fuzzy right now (Patino is on it Biereth is not).
