Despite the name, Blinding Flash says that it dazzles the target. Dazzled is a considerably weaker condition than blinded (or any other condition, for that matter). However later in the feat it says it does not work if the target is "already blinded." That makes me wonder if the feat was originally written to inflict blindness, and was later nerfed down to dazzled in editing.
