Honestly, he doesn't have my full support. He's not like Odegaard or Partey where I fully backed them once they were signed. He hasn't shown anything in the past 2 seasons that I think will be a positive for Arsenal. I trust Arteta, but he is not infallible. He made a mistake by letting go of Joe Willock and signing players like Fabio Vieira and Sambi Lakonga. The signing of Rice though could help Havertz succeed. I will hold out my supports until Havertz plays quality football in a few matches.
I like Maddison at 40M more than Havertz at 65M. Maddison's productivity is amazing despite his former club being relegated. Rice ironically is the right player needed for someone like Havertz to succeed as an 8. Arteta is having an "I can fix him" moment by making this signing but I am open to be wrong. On paper, Tottenham will be offensively sound, but defensively weak this upcoming season. Arsenal should be well ahead of them. I suspect Maddison will be have an exceptional year as Tottenham battle for 5th or 6th.
