It's even worse than the title sounds. It was a high school training boat, so lots of kids onboard.
The captain of the sub cut corners and did little to help the victims (he believed the waves from the bobbing sub would too risky, so stood aside).
And somehow the captain still got an honourable discharge. Though I'm not surprised, since the US loves to defend their soldiers (see: My Lai massacre).
