If he controlls all of the money, that's pretty much the same as being ruler is it not?
- In Germany, the minister of finances is officially #2 right after the chancellor. So he's stands above all the other ministers.
  
  That's just not true. There is a vice chancellor. Maybe more like #3. But they can be the same person, just not the case atm.
That boy is probably an adult now.
