It is, which makes the most sense. The person who needs the attention might not be conscious to state anything.
tbf it's a lot catchier than McCoy's "What?!?"
Or "What the fuck do YOU want??"
I liked to imagine that it was just part of his boot-up routine and he didn't even gain awareness until after he said the line.
