These payments are being drawn from funds which in peacetime mostly supported orphans, large families, people with disabilities and other vulnerable groups.
So, this means that in wartime orphans, large families, people with disabilities and other vulnerable groups just have to be a little patient and wait until the war is over?
The people with disabilities will have to. I'm sure Putin has no qualms with taking the rest of them in to use as cannon fodder in exchange for a fraction of what they used to get from welfare.
