There's a reason that the AP article linked above doesn't use that term in this case.

What definition of "blanket ban" are you using here? This is a pretty good one, I think:
A ban that applies to or affects all or the majority of a given class of people or things.
I think it's a little late to start to expect me to use your sources when you're so against admitting you're wrong that you couldn't even admit the fact that your link didn't actually support your claim.
