Are any countries developing EMP weapons to counter these robots that will soon be seen on the battlefield?
I don't know anything about anything but I imagine that if you can make them semi autonomous or fully autonomous then they could be appropriately shielded.
Shielding only goes so far. The intensity of an EMP can be sufficient to overcome onboard shielding if it's significantly powerful enough.
What if they redirect all power from the tail-waging subsystems to the deflector shields?
It is possible, but only if they reverse the polarity of the deflector dish.
They would have to, it has no auxiliary power reserves at all.
They could turn off the giant speakers blasting music all the time, but let's be realistic, that's not what modern warfare is about.
