Here are my prompts and images in my current testing:
Japanese Token
style: No Style

We can probably increase more emphasis on the from above or at the 3d model in top down view, but any higher than 1.5 is muddy.
Essentially adding:
(3d model in top down view:1.1), (from above:1.3), from behind, plain background
Before your actual prompt will make the image like it is from top down.
Notes: The a {male|female} {human|elven|orcish|dwarven|halfling} {knight|thief|warrior|ranger|bard|wizard|mage} is a Perchance syntax which will randomize the images. It would evaluate like a male human thief or a female orcish bard etc., just to showcase the prompt in multiple images.
drone perspective, overhead perspective - somewhat gives overhead view of the images. (we also reduce the drone in the drone perspective to prevent the drone bleed in the image).
looking up - in negative prompt reduces the character looking at the camera above.
drones - in negative prompt since using drone perspective adds drones in the picture (or some elements of it)
Here's what I managed so far.
I generated alot of people that were viewed from above, yet the person was looking upward.
Easy to do landscape photography and vehicles and even a cupcake, lol.
These are the only people I managed to do correctly (tho the person is distorted), which hints that it IS possible, but I'm not sure how yet. something like ((google maps image)) apparently does good overhead landscape photos. (from above) sometimes is pretty effective. and at least one of these very rare actual top down person images was from a prompt about 'drone photography'. currently the style on beautiful-people I have doing this mix and matches from a small list that I am refining to this very day!
how do you know he's a thief? where does he store his loot?
jk. interesting quest! i will passively start a style on Beautiful People and grow it over the next few days and see what I can make for a Virtual Tabletop Token style.
edit: reading the original, I see exactly the issue and this literally was my first Quest myself on Perchance. I was making a game with a topdown view and tried making topdown images and it was definitely not as easy as it would seem. Let's see if I or others can solve it now :)
