To be honest, I've always felt like ratings systems needed a "thumbs sideways" option. Like a "meh" or "it's okay" or even "it's kind of good, but has flaws that bring it down".
Youtube for instance really could use a thumbs sideways button. Many sites that show longer form artistic content that could have varying degrees of quality over time could also use it.
"meh" kinda feels dismissive in most cases, though. An explicit "meh" option seems like a downvote to me.
