IME you need to miss at least 2 payments before they shut off utilities, everyone not paying just 1 would be very very bad (for them lol).

Not in the winter. They can't do it during the cold months in many states. Everyone stop paying in the beginning of winter.
They "can't" but they constantly do with no repercussions or backlash.
Then vote for public utilities instead of not voting at all at the local level.
