So you can tap phone lines, does that mean you can intercept faxes?
yeah, but for that you have to find them. good luck if you're not the 60 year old dude who laid them, then over years "maintained" them into plastic spaghetti incomprehensible to anyone else
That is called encryption on the physical layer.
Yes, is a thing. Encryption of the fax signal is still an option though.

Apparently people have done work to try to keep fax connections working over IP networks, so I guess one can get digital data to encrypt.
