Referring to sucking dick in an insulting way is a very common form of homophobia. The implication being that sucking dick is bad and shameful and is inherently insulting.
Sure if you completely disregard context you could interpret it as homophobic, but the way they used the insult was only to imply hexbear users are submissive towards Putin to the point of performing sexual favors for him. Not saying I agree with it, just trying to clarify and point out how you're being a bit over-zealous.
