Misinformation can include true facts, but use outliers as proof to their veracity. I see Russia attack Ukraine with the same terrorist targeting of civilian casualties as Hamas and Israel. My fear is that this is how warfare will be fought until enough carnage is inflicted that all sides see the consequences of breaking rules of engagement.

absolutely should. The heinous aspect of a truth should actually highlight the importance of it being common knowledge. It is in ignoring and burying it to avoid discomfort that helps enable repeating that which led to it.
