Is 'the guy what' instead of 'who' legit grammar, feels weird, though I'm not a native speaker
No it is not legit. In fact, it's an indication that the guy is not all that smart, and yet still vital.

For what it's worth, I've never actually heard a native English speaker talk like that either. Maybe it was a thing back in the 50s?
