Is there an app to alert on issues to specified roads/highways, instead of relying on continous Navigation apps with traffic info?

Probably water drops on a hot plate, but I don't want to rely on GPS systems / Setup navigation every time, just to be informed of any road issues in real time, mostly between home and work. If there are no issues, I most likely don't need navigation software. If there is an issue, such as an accident with alternative directions, I would like to be informed and take the necessary actions (i.e. depart later or take a different route).

Is there an app where I can simply specify "inform me of any issues on the A16/A20 on Mon-Fri between 07:00 and 09:30, 16:00-18:30" and that will update me when needed?
