How do they know it is done by someone within that community and not some random person?
If it was then someone who lives there may have been able to see it and can say that.
Then charge the one person lol
That's exactly what the OP says.
It's stupid to punish an entire dorm when you don't even know it was someone from the dorm. Honestly it is dumb even if you do know it's someone from the dorm.
