[Release][v1.3.1] Mod actions on posts and comments

This update adds mod actions on posts and comments. More mod actions will come later.

This update also fixes more bugs. See the change log for details.

Added action to lock/unlock posts
Added action to feature/unfeature posts
Added action to remove/undo remove posts
Added action to ban/unban a user from a community
Added action to mod/unmod a user from a community
Added action to feature a comment
Fixed a bug where a community sometimes won't load if switching communities or instances too quickly.
Fixed a bug where upvote/downvote color changes aren't applied immediately and require an app restart.
Increased the touch target for the top of comments to make expanding and collapsing comments easier.
Other fixes I don't remember.

Excellent! Was waiting on an app to have mod tools. Thank you!
This app from play store says my phone is incompatible, even though the sideloaded apk works fine. This was the case for me with other lemmy apps too, the devs fixed it after I gave them feedback. My phone is a Xperia 1 IV (android 13)
- If you have the APK installed you might need to uninstall it to install the play store version.
- Hmm it says that phone is already supported. I'm not sure what's going on.
  
  Just checked the store and it shows its unavailable for me, screenshot even though it's installed, manually.

- Yep. That will be added in a future update. Next update is going to add multi community but after that...
