RDMS and TLS1.0 disabled on 2019, not working

We just upgraded from 2012 to 2019. We're not allowed to run TLS1.0 due to security concerns.

So when we set up remote desktop without it, we get the old familiar problem from 2012 & 2016 that when we try to start the RDMS, it immediately stops again, just like with https://learn.microsoft.com/en-us/troubleshoot/windows-server/remote/rds-connection-broker-or-rdms-fails-caused-by-disabled-tls-10 - only that article says the fix is to upgrade to 2019 like we did.

If we try to run without connection broker, we get "cannot connect to any of the specified RD Connection Broker servers. Ensure that at least one server is available..."

Anyone have this issue?
