This is one of those thing where "I didn't think we had to prevent someone from doing this since we never thought someone would do this."
I've actually seen some forum software that did not hide the report button in the UI. :-) You didn't even have to post to the API. You could just fill out the report form and report yourself.
One use case for it is to remove a post that you are not allowed to remove yourself. Some forums don't let you edit or delete your own posts after 15 minutes, so you don't change what you originally said.

Is it even a bug?
Just because someone assumes that reporting themselves is a bug doesn't make it a bug. I have been on forums where admins/mods would report themselves when they made mistakes for visibility that they were holding themselves to the same standards as the other users.
