Every third party app store will have full access to Google play store apps if they want it and alternative stores will be on the google play store

It all sounds good except... I don't understand why Google has to give them their entire catalog of apps. That's like saying Kroger has to stock a local grocery store. Devs should be able to choose to go to the other stores if they want. That's it.
