12 out of 13,000 employees, was that enough grounds to suspend funding a humanitarian mission during an ever-unfolding humanitarian disaster.
Is that a question for me or them? I don't decide who gets funded. I would guess they are wary that more people are involved. It's not a punishment so much as a deterrent.
