Trump has his own think tank to develop policies called The America First Policy Institute.

Their transition plan is described as a rival to Project 2025, it's hard to say which is the true plan. But America First is chaired by Linda McMahon, who has know Trump a very long time.
Yes some of them are literally just trolling just to make the people they hate more scared (see Matt Walsh).
And I keep seeing it discussed over and over as if matt walsh is anything but a troll
