What's the best android emulator for windows?

How much ram do you have? What's laggy?
- i have 32GB ram, default provision was 6gb, i changed it to 12gb and it's still laggy. It seems like it has ssd access lag, or graphics lag, i'm not a dev so I dunno for sure.
  
  What specifically was laggy? I've never had issues but I'm not trying to run intensive 3d apps or anything. I only run Tivimate and PS App.
