The United States on Friday said it would honour former Japan Self-Defense Forces soldier Rina Gonoi with the International Women of Courage Award for bringing about change in the Japanese military with her victory in a sexual harassment case.

Did they also award people from the US military who got harassed or do they not count because they where not able to change the system yet?
No, that would require acknowledging that there's an issue.
