I remembered this episode existed, but forgot what they looked like. That facial appliance and makeup looks a lot like the Odo/Founders ones.
Fun fact - the actress under that makeup also went on to play the Female Changeling.
So it was all a ruse?
I'm not sure how they would achieve such a ruse. Take over all the transporters like in Picard and give everyone new DNA?
