Nobody said it was. Space exploration and science don't have to be political ya know.
They weren't serious. It was a (perhaps bad) joke at their currently failing attempts to reclaim their past glory but instead exposing how years of corruption meant their equipment and arsenals are sorely unmaintained and of poor quality.
