I mean, Jaquim Phoenix's Joker did... what? Kill Jay Leno on air? Luigi is definitely in the top 3 Jokers, way above Leto and Phoenix.
He also was the center of the riot at the end of the movie that led to Martha and Thomas Waynes dying.
Ledger's Joker literally destroyed mafia from inside while Batman was crying the whole time.
