As funny as it is, I also feel bad for the guy.
This illustrates perfectly why we need a good public transport, to prevent people who don't have what it takes to drive off the road, while not preventing them from visiting their doctors.
He's an idiot, true, and shouldn't drive at least until a fair assessment says otherwise. I was saying that there should be a better, less costly, and safe transportation for people who can't or don't want to drive to get around.
