Solution: send the cops in to fight the fires. All they're good for is defending capital, so let's see what they've got.

Idk, put guns in the hands of a white nationalist, train them that everyone is out to get them so they're all trigger happy, and make sure they're under the IQ threshold... Is there anything they wouldn't shoot?
