In the US? I don't think this shirt would violate any law or get you arrested. There was that guy with the "I eat ass" bumper sticker that got arrested for profanity but the state attorney dropped it because it probably is protected free speech.
They'll skip that. They can't actually get you convicted anyways, they'll just get the thugs with badges to beat you for "resisting arrest", then shoot you because "they feared for their life".

I think it just means that there is a missing bullet (maybe never fired).
Obviously a reference to Delay, Deny, Defend, a common practice of insurance companies to maximize profit. The excerise is left to the reader to decide what "Depose" means.
Could be a major clue, perhaps this is someone who sued the company and they deposed him, which can be stressful/intimidating for the inexperienced.
Or this was someone trying to make it seem like it was motivated by claim denial, but botched the phrase.
Or the police might be misreporting this to catch false confessors.
Or pretty much anything else.

As a non-USian I’m intrigued about your police brutality comment… do they all have job health insurance that pays out every time or is it possible that some of them (or family members) have been shafted by insurance? Forgive my ignorance, but I am foreign.

And this is such a bullshit misnomer. Encouraging violence is covered by the first amendment. Direct threats are not. The government has overstepped and that’s why I want legislators to suffer the same fate as CEOs
I believe the original reporting incorrectly stated it was defend. The saying is "delay, deny, depose" which is standard operating procedure for insurance companies in the US.
It is, but since it leads directly to the legs of the CEO who has no shadow, it looks like it's supposed to resemble something rather than being a simple shadow. It's just not drawn very well.

It’s clear these words were intended for just this. An inciting, revolutionary logo to be printed and repeated.

This guy is playing off of several “catchy” factors well beyond writing it on his brass. He means it to be emblazoned on everything.
So no, I’m not surprised someone broke out their Cricut and made this. He may have even made his own, given the intentionality here. There’s probably spray paint out there on walls already too.
It’s like he authored a book or video game scene and then carried out the role of the main themselves. I’d be surprised if this guy wasn’t heavy into screens and books escapism, and writing.
