In fairness to the cops here, some of the maneuvers blocked by this are very standard. It’s something they’re trained to do. I expect that even taking a few seconds to assess what is and isn’t okay could cost an officer their life.

It’s not the choking that’s upsetting, it’s putting someone in a prone position or restraining their torso. These can absolutely be done in a way that doesn’t require someone to not breathe
I could be wrong, but I honestly doubt many cops are in a spit second life or death situation with a child (hand to hand) all that often.
I don't doubt they abuse their current rights aggressively though
Yeah, I had to learn a lot of these as a volunteer at a group home for people with mental disabilities. They're pretty much required for protecting yourself against someone in a rampage without taking violent measures yourself.
