If it did don't assume causation. In criminology it's impossible to isolate variables as we are constantly trying to do things to reduce crime.
I am not just kind of seems like today we are running low on mental health workers and are trying to train police to do the job. But kind of seems maybe we should have kept those places open and the staff in tact.
