I really want to know what's causing the light spots in the alcoves of the cement, but I don't even have a theory.
looks like mortar to me. the glue between the blocks
Reflective mortar? Or maybe we're talking about different things.
They look like little battery-powered LED disk lights placed randomly in the vertical alcove.
