Well, lemme put it this way: considering I've managed to cheese 75% of the bosses with the Bloodhound Greatsword's charged Shadowstep attack, it's worth investing in a versatile build!:))
I dump more in carry capacity for thicc armor and lean rolls, then Strength and Dex for the glory of the swing. Granted, I have Morgott's Greatsword as off-hand (yep, dual Greatsword ftw!) Then I beef up my character's noggin stats for more Mana and a handful of pretty good weapon buffs! Arcane also buffs Bleed, so it's quids in!
Edit: Malenia still obviously mops the floor with my shredded remains 100% of the time, though... Please let me not solo her.
I'll just claim that you're not the player that's spoken to in the meme. First and foremost, new players that have no idea about what the game is, what to do, how to work things would likely be affected the most by not leveling their vigor. Of course, if you know some basic concepts of the game, vigor gets less important.
Your flowchart of leveling stats does make sense, tho.
I can't argue with that, although it's worth mentioning that this is my first and only character in ER:)) I kinda' knew what I wanted from the start because this is pretty much how I played through DS3 as well. Have a fondness for Greatsword Battlemages of sorts:))

I will say, though, I was not planning around the Bloodhound Greatsword! Its discovery was a game changer! Initially wanted to go for Faith for sustainability, but as soon as I read that Arcane boosted Bleed builds, I knew I was set in my ways:))
